Garanțiile financiare ale exercitării mandatului de ales local și problemele persistente

Abstract

Appropriate financial compensation for expenses incurred in the exercise of the of- fice by local elected representatives, as well as, where appropriate, compensation for loss of earnings or remuneration for work done by them should be foreseen by national legislation as a financial warrantee to free exercise of local councillors’ mandate in the Republic of Moldova. The article elucidates a number of shortcoming and contradictions in Moldovan laws to be aligned to the European Charter of Local Self-Government and best European practices at local level. The author of the article includes findings in the analysed area, as well as concrete recommendations how to improve national legisla- tion and practices of the administrative control over the local public administration’s activities.
