Abstract:
The article approaches some issues regarding the relationship between the political elite and bureaucracy through the good governance perspective. Some attention is paid to identifying the various relationships between political actors and government agencies in the act of governance, including relations between the ruling elite and the political opposition, between the presidency and the government and / or parliament, as well as between the political elite and bureaucracy. It is argued that these and other relations of governance in a democratic regime bear the imprint of a cohabitation and / or its institutional integration or, on the contrary, a fierce competition in the political sphere (the case of Georgia, Ukraine or the Republic of Moldova). It is concluded that relations between political actors and government agencies are ultimately reduced to the state-citizen relationship.
